Russia's new national security concept, signed by acting President Vladimir Putin on Jan 10, 2000, indicates that nuclear weapons can be used against armed aggression, if all other ways of resolving a crisis have been attempted. This is a more relaxed condition for the use of nuclear weapons than that contained in the 1997 national security concept. The new approach appears to be a response to the waning of Russian conventional forces. The new national security concept repeatedly recognizes national weakness, and presents internal issues such as separatist movements as the main threats to Russian society.
